The law defines the general legal, economic and social foundations for ensuring fire safety in the Russian Federation, regulates relations in this area between state authorities, local governments, enterprises, institutions, organizations, peasant (farmer) households, and other legal entities, regardless of their organizational and legal forms and forms of ownership, as well as between public associations, officials, citizens of the Russian Federation, foreign citizens, stateless persons. It is fixed that ensuring fire safety is one of the most important functions of the state.

The definitions of the basic concepts are given. Fire safety is understood as the state of protection of individuals, property, society and the state from fires.

A separate chapter of the Law regulates the issues of fire protection, paying great attention to its tasks and types. The powers of state and local authorities in the field of fire safety have been consolidated.

Within the framework of the chapter devoted to ensuring fire safety, issues of fire extinguishing, production of fire-technical products, scientific, technical and information support, insurance, licensing, certification and propaganda in this area are considered.

A number of provisions of the law are devoted to the rights, duties and responsibilities in the field of fire safety.
